    Planning & Building

    The Planning Department promotes the City's strategic growth and development by utilizing comprehensive planning and zoning in the community. The department collaborates with the City's Planning Commission and reviews land use applications for actions such as zoning changes, conditional use permits, business and residential developments, etc. The Department assists both government agencies and the public by providing policy analysis and technical assistance relating to housing, transportation, demography and general land use.

    Planning Commission

    The Holtville Planning Commission is appointed by the Holtville City Council and meets every third Monday of the month at the Holtville City Hall located at 121 W. Fifth Street.

    Planning Commission Application

    On September 11, 2017 the City Council accepted the resignation of a Planning Commission Member creating one vacancy on the Planning Commission. The term of this vacancy is an unexpired term which will end in April 21, 2018. The Planning Commission is comprised of five members and serves at the pleasure of the City Council. The vacancy will be appointed by the City Council.

    Planning Commissioners will be expected to make potentially significant time commitments to both learning the job of Planning Commissioner, as well as regular attendance at Planning Commission meetings. Regular Planning Commission meetings are held on the third Monday of each month, starting at 6:00 p.m. There are also special meetings and  workshops that could be called as well.
    Qualifications for Planning Commissioners are:

    1. Must be a registered voter at their current address;
    2. Must reside within the City limits of Holtville;
    3. May not be an employee or officer of the City of Holtville.

    If you are interested in applying for the position of Planning Commissioner, please complete the application and supplemental questionnaire which can be picked up at City Hall, 121 West Fifth Street, Holtville or from the City's website at

    All applications must be returned to the City Clerk no later than 5:00 p.m., on Thursday, October 12, 2017.

    Request for Qualifications (RFQ) For Resident Engineering & Grant Management Services for the Citiwide Pavement Improvements Project

    NOTICE IS HEREBY GIVEN that the City of Holtville acting by and through its City Council, is requesting Statements of Qualifications from qualified firms to provide the following services:

    • Contract City Engineer
    • Contract City Planner
    • Grant Administrator

    The City does not currently have in-house staff to perform these functions. The City intends to enter into one or more professional service agreements with (a) qualified individual(s) or firm(s) to provide these services as described below and further detailed in the Request for Qualifications.

    SUBMISSION DEADLINE: Receipt up to, but no later than 4:00 p.m., Friday, January 4, 2019

    Holtville General Plan Update

    Holtville is a small community developed around Central Park with a wide roads formed in a grid system.
